Chromium Mega-Pack question

I have got several toons with more than enough shards to activate (e.g. 94 shards for Rey, 55 shards for Fives) but I have not activated them hoping to win them as guaranteed characters in Chromium Mega-Packs and use the shard I have already collected to promote them.

Until now this has never happened and I was wondering if it never will. Has any anyone ever drawn a guaranteed characters in a Chromium Mega-Pack while already having enough shards to activate them?

I did it by mistake with bronze packs. I was collecting shards of old Daka until I pulled him in a bronze pack. I try to collect enough shards to 6 star them in one shot before unlocking.
