Want to know if I can change server

I see some players who are lvl 60 and so am I. But I'm sitting at 1000 in the arena and other players in other servers are down in the 50's. Not fair I say

    Your server shard is created when you reach level 18 to play in arena or whatever it is.

    Everyone in your server shard/Leaderboard stated at exactly the same time at exactly the same level.

    It is perfectly fair.
