Guild player false count

How can I as a guild leader remove players that aren't in my guild? Meaning it is like mine and officers pending invites are counting against the 50 count. I've removed all my pending invites. But can't control any other pending invites like any other game can as a guild leader. I've told my officers to remove those not accepting but still can't get count down. Only 13 members show in the leader screen where you promote
