Leader abilities

I see players with characters leader leveled up. If I have a characters that I know I won't use as a squad leader why would I waste valuable mats and resources leveling up?
Is it true when I borrow an ally their leader abilities are added with my squad's leader abilities?

Yes when you borrow an ally their leader ability also applies to the team.

I usually don't take leader abilities higher than lvl3 for anyone I don't intend to use as a leader regularly.
Why even bother taking it to 3? Because I have hundreds of the mark 1 and 2 mats, so I'm not losing out on upgrading a decent character's abilities. Once it starts costing mark 3 mats, though, that's where I draw the line. Those are slightly harder to come by.

@Kabal Yeah I do the same. Not really wasting the many green and blue mats I've accumulated. The other mats are too valuable.
