Raid Character Strategy

I'm not a whale, but have invested a little. I have a great group of ~12 maxed out characters with the usual suspects. Now raids require more depth. Do you invest heavily on 1-2 toons to broaden your depth a little or invest just to get them to 6* level 65. My guild is mostly focusing on tier 5 raids, but did one tier 6 raid in 6 days. I think we will start switching out focus in another 2-3 weeks or so. What are you guys doing out there? Which moves the needle more? I started on the broadening, but am noticing that weak toons do very little damage as they get hit by the AOE affect.
Thoughts?
