Achievement glitch?

Anyone else have this issue, for the Achievement - Strength in Allies. I an at 18/25, yet I have a pending request in my inbox, when I click accept, it says Ally Cap Reached, make space before adding new allies.

Going to my Allies page, I am at 35/35. I've tried to delete some people off thinking the people that sent me requests did not get counted towards the achievement, however when I deleted two people, my achievement went from 20/25 to 18/25.

Anyone else having this issue?

Your pending requests to other players also counts in the 35 limit, so remove some of your request in the last tab

(Background: tried to accept incoming Ally requests, but 'full' at 35/35 - while 'manage Allies' only listed 7. Found 'expired (outgoing) requests' and deleted. Back to 7/35 and ready for new Allies! My apologies to previous 'requests' that I missed.)
