I think the ones with a gold circle are gear 12. The highest I've seen in the arena is 11.

Got GS to gear X yesterday, he needs 2 items that need a game update (says that on screen)

Pretty sure after gold gear it's going to be red gear. (which may or may not be the final gear level) the pictures on the challenges show red gear, and in raids, the red gear box is highest over yellow/purple.
