Magma's thermal imploder turn meter reduction not sticking - shows reduction, then they gain it back

Sometimes it looks like the reduction doesn't stay. You can see the meters drop when it explodes, but when his turn officially ends, they have their turn meters back to where the were at. If my assumption is correct, it may only be when it does the double reduction. It appears to do a reduction sometimes. but I don't think I have ever seen a 60% reduction done where the turn meters stay down. The turn meters will go down to about zero and then fill back up at the end of his turn.

After watching him in action more, I think the reduction doesn't stick a lot of the time. Probably more than it does stick, even with just the 30% reduction phase.
