Finally have the proof and figured it out.
Not only are moves predetermined, entire matches are before you even enter the match itself. I am in a Galactic War match that Dooku is having both his attacks resisted no matter who I hit. Absolutely no damage.
The game has determined before I even enter the match that Dooku will not get a hit off on ANY character, either primary attack or special attack.
