Tusken Raider and TM basic

What's up guys. Before I posted in the bugs section... Anybody else TM reduction not working on TR basic? I've just leveled him up... He's got a 40% chance to remove 50% TM... That's a nice move in his kit. However... It hasn't procd once for me. Is this a bug or am I just on the other side of RNGesus?
