He's perfectly fine. People are crying "cuz nerfs" or trying to get others to quit using Fives while they continue to own. Consider the following:
Case 1: Speed down present on target. Pre-nerf and Post-nerf has no difference: Fives attacks twice.
Case 2: Speed down is not present on target, and Fives fails to apply it. Again, no difference Pre-nerf and post-nerf. Fives attacks only once.
Case 3: Speed down is not present on target, and Fives does apply it. Here we have a difference. Pre-nerf Fives attacks twice, post-nerf only once. This should only matter for 1 round per target.
Yes, Case 3 does show a damage reduction, but realistically we are only talking about 3k damage here. That amount can be made up or lost easily in pure RNG. In fact, Case 3 post-nerf is a lot better than Case 2 happening at any time. A loss blamed on this lack of double tap really is more a statement on poor squad composition or playstyle rather than a flaw in Fives's kit introduced by the 'nerf.' Good squads and/or proper planning heavily mitigate any issues from the loss of Fives' initial double tap.
TLDR: Fives is still pretty darn good. Use him if you like him.
