Why is there such disparity between tiers?

My Guild has been steady doing Tier 4 raids. Every time we swap up to tier 5, I have teams that go from doing 200K plus damage per round, to less than 50K damage.
Let me reiterate, the exact same team that can do 200K plus damage on tier 4 does *less than* 50K damage in tier 5.
That's not even halving the amount of damage, that's bloody 2/3rds damage reduction between tiers!!!
Are you serious???? And why oh WHY do the Gamorrean Brutes do SO MUCH DAMAGE??? They can 2-shot my fully maxed out lvl 78 Purple 9 geared Sidious like a hot knife through butter.
This isn't like the difference between Story Mode and Hard Mode Operations in SWTOR....this is like going from normal story mode mechanics to Nightmare raids.
FIX THE BALANCING. NERF THE GUARDS. They should be nowhere near as tough as the actual Rancor!!!
