Character to give stun gun to?

I have a choice between 5s and phasma. 5s will get to g9 from it. I need help on who to give it to or who would be the best choice. Is 5s worth it to put this much gear into anymore?

I have both at gear 9. I honestly would use it for phasma and to get her to gear 10 isn't too hard either honestly. She offers advantage (big plus for me), assists, defense and speed down as well. I think she's better but it's your preference or which you use more. Which are maxed out? Star wise and level... Who could
