Helper Droids during the GW: C3PO and R2D2
Something I've missed in this game that is an essential part of Star Wars are our Favorite Droids: Artoo and Threepio. While I'd love to see a single hero called "C3PO and R2-D2" I don't think that will happen. (But seriously why not?)
So I suggest you consider adding these characters to the Galactic War and maybe to other scenarios as well. Instead of random heal buffs... add C3PO and R2 to the team and let them dole out targeted buffs or heals.
I've noticed there aren't any characters that heal shields, Droids seem like the perfect choice to do this.
