Ventress strike fear ability

I'm sure this has been mentioned before, but i mainly notice this going against dooku and ben lead teams. When i use ventress' strike fear ability, the opponents toons resist it, which is fair, but they can also dodge, and in the case of Dooku lead, get offense up? Ben, grants tm gain when it's resisted too. Last i checked this ability was not an attack, so why can the enemy toons both dodge and resist it? Is it supposed to work like this, or is it a bug?
