If your Leader steps down and transfers leadership to a member in a different timezone does it change the reset times in your Guild?

No, it does not. The guild remains at the time zone where the original guild leader created it.

Our current ally leader would like to step down and hand over leadership but can't figure out how to do it. Appreciate it if you could let us know how it is done. Thank you.

Your Leader should leave Guild(Not Disband) then they should have the option to choose a new Leader before they leave. Then someone should invite your old leader back in.
