Issue: Arena Refresh Rate

There's a guy on my server that occupies a rank up to 9 minutes straight. Assuming he's not using an exploit of some kind, it's impossible to cut in if he's refreshing crystals. If a person uses an emulator running on a computer, it's possible to have extremely fast screen rates to make it impossible for the other person to attack.

Is this working as intended because it'll make it impossible for people who use their phones to attack? Then everyone will have to use an emulator to get a fast refresh rate.
