IG-88 leader ability DOTs apparently bypassing tenacity

I don't have this myself yet but have heard multiple reports of these DOTs never being resisted and even bypassing Tenacity Up.
Figured someone might want to check this out. It makes an already powerful ability pretty ridiculous and seems unintended.
ETA: This appears to be the same as the bug where Sid's omegaed AoE would apply DOTs on crit through tenacity, which was fixed a few months ago.
