Does Anakin's Leader skill work?

I run Poggle as a leader a lot with GS & IG-86 sometimes IG-88 too. Poggles 30% offense boost to droid and genosian allies is very noticeable. However, when I put Anakin as leader of an all Jedi team with his 26% offensive boost to Jedi allies, I literally can't tell any difference in the dps of any of the Jedi. Is this a bug?

Seems to work fine for me when I use him in challenges.

One of teams I've been using against the Rancor Tier 6 is an all Jedi team lead by Anakin and I notice no dps increase from normal.

But he is being reworked, its been announced, and we have been told its soon.
