Denar mini-mine mayhem special ability?

Is Dengar's special an ability that you WOULDN'T want to level up?

Tenacity down is better than DOT / TM reduction and wording on the ability says give tenacity down if at least 1 crib; but later ability leveled up gives DOT/TM reduction with 2 or 3 cries.

The only comparable thing would be intentionally keeping Ben weak to get him killed to benefit team...

I think it would give all three negative effects if you get enough crits. You would want to level it up

it doesn't remove the level 1 ability. No ability in the game works like that.
