Make Arena AOE Viable - Remove AI check for taunt.

Right now AI characters do not use AOE when a taunt is active. This makes AOE characters have limited use on defense. Let's get this changed.

Currently the way AI uses AOE ability absolutely nullifies the use of AOE ability because almost every single team in arena has a taunter and many teams have two taunters, in both cases, taunt is almost always up, which means AI doesn't use AOE ability at all throughout most of the battle.
