At what level does raid gear start to show up in shipments?

Anyone know? I.e., at what level will scanners start to show up?

Any level, they are just stupidly rare.

No I made an alt after I hit level 80 and was getting bored. The items available for purchase changed as you leveled up and I think it only had like the regular gear plus you could buy 1 or 2 shard shipments. I think I got the full store once I unlocked GW, can't remember though.
