Rancor Phase 3-4 Transition Bug

Just entered phase 3 of a raid and the Rancor had 2% health left. I defeated phase 3 and went directly into phase 4, but I was still dealing less damage when I had a negative status effect. If I hadn't played directly from 3 to 4 I would be dealing normal damage even with negative status effects. I believe that is a bug.
