Nubian Scanner for Teebo or Chirpa

I'm torn here because I can give Teebo an extra 40% potency with the scanner, or I could use it to promote Chirpa to G10.

I use Chirpa, Teebo, Elder, STH and Phasma in both Arena and Raids. I just don't know where the best value for this piece is. Is Chirpa that much better at G10? Can he even go to G11?

Personally, I would give it to Teebo. The added potency makes him a force in raids. Also, you can look at gear requirements and stats for heroes here https://swgoh.gg/

If you use Teebo in raids I highly recommend using the scanner on him.

Chirpa can hit g10 but there all you can equip is a caller and a design tech which are both better used on other toons.
