Scoundrel Event-Cad bane's leader ability

I have heard that Cad bane's leader ability is broken for the event...can anyone confirm this?

My leader ability is maxed and it helps me dodging a lot. I would even say I am only able to beat the event, because of Cad Bane leader ability.

It's working for me, however I'm not maxed at the leadership skill.

I tried it once. Have max ability but didn't dodge once so went back to lando lead

It seems to boost the evasion for all, but the 16th boost only is working for Bane himself...for me at least.

I just tried it out, it's not maxed and it worked fine for me

People max it then you'll see it doesn't work.
