So you used a single squad for P1-P4 and ended up just short? EA is clearly lying about their playtesters being happy with the mods once the "sticker shock" of the high values wore off. No way invalidating content meant for 50 people was intended or be okay with any playtester.

The game is not broken.... the content is broken in comparison to mod power. If these guys did it right they would do it like WoW... you release new harder CONTENT to go along with the increase in character strength. Without the content to go along with the increase in power things are totally jacked.
