What about these ideas?

The Arena:
Create battle tiers based on squad power. Higher rewards in higher tiers. If u challenge and beat a higher powered squad, u get a bonus reward based on how large of a power gap there was. Consequently, if U decide to beat up a lower powered squad, u get a smaller reward. Rewards need to incentivize hitting number one rank in current tier and wanting to move up tiers and not lounging in lower ones
Galactic War:
Admit there is an algorithm problem and make opponents reasonable to a player's top squad but also to the whole roster. If it's going to stay this tough then let us borrow a hero from our ally list. Maybe each hero just once so there's some strategy to which to use when.
Guilds:
Guilds should be where all members work together for equal rewards. Make the raid a group of long battles. Each battle can be worked on at any time, but each battle may be better beaten by using a scoundrel squad or an Ewok squad, which would allow guilds to perhaps assign certain members to focus on developing their scoundrels while others focus on rapid, etc. a true group effort. If a mate from the Ewok team is unavailable, your guild leader might move assets from the Jedi team to go help the Ewok team, etc.
Mods:
Sadly, these were made too strong and given away too easily and cheaply for those w deep pockets during the rollout. Can't fix that, but by making changes similar to what I outlined above, mods won't matter. Whales fight whales for top rewards in Arena. Whales help most in guilds but won't dominate guild rewards every time. Galactic War is challenging but not frustrating to everyone.
