I never received the achievement for having 25+ people on my ally list, I began clearing out allies to try to refine the list down. I am down to 10 allies, but it is showing me as having 27/35. It appears unless you remove requests, those are counted toward the total of allies. Once I purged all the expired allies my list went back to 10/35

Yes, pending requests count against total, but not against achievement. You need to regularly clean out expired requests.
