Is pokemon go leading CG to rash choices?

I have to wonder if CG pushed through the mods patch to keep people interested through the release of p-go. This patch seems to be untested as to it's impact on GW and raids... So why was it released in this unfinished state?

They should take notes from pokemon go. This games way oh look a wild 10cp squirtle appeared that will be $300. Want to upgrade it well **** you we will change it and not tell you anything because you're all confused
