Is Teebo's Stealth Takdown Turn Meter Reduction considered a Debilitating Effect?

I ask because I wanted to Mod him with either Potency or Offense. A debilitating effect would mean there is a buff or debuff icon associated with said ability but Teebo's ability is instant. He does not require an icon. So is this ability based on offense or potency? For me only. I notice Teebo is very accurate when I have no mods or tried either set up of potency or offense. Hard to tell for me.
