Is Teebo's Stealth Takdown Turn Meter Reduction considered a Debilitating Effect?

Clarification. I have a thread open but I have not received a clear answer. Teebo has an ability called "Stealth Takedown": 75% chance to reduce turn meter while stealthed. This attack is instant and does not require a debuff icon or a debilitating effect icon. Is the instant reduction of turn meter a debilitating effect? I ask because I do not know if potency or offense mods would help?

A debilitating effect is a lingering debuff...not an instant that leaves no residual effect.

primary stat speed on slot 2. crit dm on slot 4. potency on slot 6 and potency class of mods if we are talking about raids

for pvp i think the same except you may want crit dmg set or health. im not sure
