Two small changes

Cost to remove mods. I want to test new teams in arena since the purpose of mods was to add diversity to the arena. Instead I find to test new teams I need to spend 25k credits to move my mod set around. Cant think of any good reason for removing mods to cost credits.

Rey needs to be re-balanced.

Yeah, moving mods around should not be so prohibitive. Just charge a small flat rate for each move.

Yeah, if Rey is showing up everywhere, it might be time to tweak her.
