How come I got a Tusken 3* with a bronze pack when it says only 1*and 2* available in it?

Bronzium packs have a chance to give 3* and 4* characters as well right now. I'm not sure if that's a bug, or if the description is currently incorrect for not mentioning 3* and 4*.
