Phasma leader on defense broken in Arena

I am fighting teams even with Phasma as a only First Order toon and they still get what seems like 50%-75% bonus attacks. It has to be broken, there is no other explanation. I use a First Order team with Phasma myself and I average about one bonus attack per turn it seems which is about right with the % chance listed in the description.

AI gets a better proc rate because the AI is mind numbingly stupid lol. The AI needs the better proc rate to be more then a fly on the windshield.

I run and fight Phasma teams. I see no real difference, it's "red light syndrome".

It needs to be toned down in this instance.
