Chat bug + qui gon jinn dispel bug

Bug 1 - chat has been bugged since the mods update. The screen does not render properly, and instead includes large gaps between posts.
Bug -2 qgj dispel grants offense up against every effect except evasion up. For some reason offense up is not granted hen he dispels evasion up.
