Exceeded the number of guild transitions?

I was trying to find the right guild for me, so I joined a few, tried them out, and haven't found one. I finally found a guild that suits me but I can't join, mind you this was over 24 hours ago. I tried a minute ago and it's still not working. Is this normal?
