Sun Fac removes buffs and applies debuffs on dodge

Recently, while playing Arena, my Rey had a couple buffs, including Foresight. When Sun Fac attacked her, she not only removed the other buffs, but also applied crit chance down on Rey. My understanding is that if a dispelling or debuffing attack is dodged, that shouldn't happen.
