Official Confirmation Regarding Potency Please?

I am confused as to how the potency attribute works. I have read this definition elsewhere: "Increases the chance to apply detrimental effects to opponents." I have heard conflicting information about this from these forums, specifically this section by comments from developers. One example was QGJ's basic, quick strike, which has a 65% chance to inflict 30% Turn meter loss. It was explained that potency doesn't apply because it is a unique ability. Is this true? If I increase his potency will it increase the likelihood of the enemy losing TM? What about Dooku and Daka's stuns? Increasing potency make that more likely to stun an enemy?

    QGJ TMR is affected by Potency vs Tenacity, as all negative status effects are supposed to be. Use him and when you see resisted flash that means it you lost that roll.
