Culling Blade

So what's the idea behind it? Dispels negative status effects? Wouldn't it make more sense to dispel positive effects?
Or is the idea trading damage for negative effects?
Whatever the reason, I like the dispel positive effects idea better. Vader puts the fear into the enemy that all positive effects are gone.
Dispel all, kinda like Ventress' ability but better.
No healing bonus.
Maybe turn buff into debuff? Too much?

I like it the way it is. That's why his other special exists, to add damage to culling blade.
