4 dot speed arrow mod worth 1361 crystals?

I have one of these in my mod shop right now. Trying to decide if it's worth that many crystals...

What does +3 speed turn into when maxed on a 4dot mod?

edit: secondary stats are 1.91 tenacity and 1.72 potency.

My arena team is OB, QGJ, GS, Rey and RG.
