How does critical avoidance work?

When a char gets 24% critical avoidance, and is attacked by one that has, say, 20% critical chance, does it mean:

1. A crit would proc in (20 - 24)% = 0% = never?
2. A crit would proc with 20% chance, then has 76% chance to not be avoided = about 15% chance?

Done some tests stacking it. Seems to apply a debuff like crit chance down on the character attacking at the time. Reducin chance to crit by the amount. Ex if Rey has 45% crit chance she'd have 21% when attacking that character with the mod
