How and where do you use someone's code to add them to your allies??

When you are a high enough level it will appear below your characters icon next to inbox and achievements. What level are you?

When you are a higher level it will give you the option. When you can add me 817 268 557

You should be able to get allies at 14, or 16 I can't remember so there should be an icon above inbox

My wife (android) and sister (iPhone) can't friend each other. They can enter the other's ally code, and send a request, but never receive it. Any pointers?
