Change Guild name

Our leader has left us and we have a really bad Guild name which we all have agreed to change. How can I do this?

Did he make one of you leader when he left?

Start a new guild with the name you want and move everyone over.

And how does the leader do that?

The leader doesn't necessarily have to do it anyone can. Someone just has to leave your current guild then start a new guild. You'll want to take the personal reset time of the person creating the new guild into consideration because it will become the guild reset. (+ half hour I think) and you'll have to complete 1 tier 6 raid to unlock Heroic in the new guild.
