How exactly does speed and turn meter work together?

Sorry if someone has already written in-depth about this. I haven't found any good info on how speed for each toon relates to turn meter percentage.

Is the turn meter set to some absolute range, say 0-300, and at the start of each turn, all toons add their speed to their turn meter until someone hits the max and that toon takes a turn?

What happens if the toon is really close to 100% turn meter, does the rest of his speed during that turn get wasted or is it deferred and added to the next turn?

    Originally, it was "tick" based. So each tick, each character's speed was added to their TM bar. When someone hit 1000 or more, they would go. If multiple characters broke 1000 in the same tick, it would be a coin flip to see who goes. There was the concept of speed "brackets", since at the beginning of the match certain groups of characters would break 1000 together. Poe just barely made it into one of the fastest brackets, so he was completely dominant then.
    They changed it so that it's continuous now. There aren't "ticks" like that--instead, it pretty much divides each character's remaining TM by their speed to see how many "ticks" it would take to get to 1000 (arbitrary number, the math would also work if you use any other target number there I believe). The result isn't necessarily an integer. Whoever requires the fewest ticks to reach 1000 goes next, and everyone else's turn meter goes up by "ticks * speed".
    For example, say the fastest character has 160 speed and it's the start of the match. It will take 6.25 ticks to hit 1000 (1000 / 160). So that character goes. A character with 100 speed ends up at 625 TM. 150 speed ends at 937.5 TM. The fast character goes to 0 TM (unless there are other TM effects that occur, like QGJ's basic).
    For the next turn, the 150 speed character requires 0.4167 ticks to reach 1000 (62.5 / 150). Assuming that's the lowest, he'll go next and go back to 0 TM. The 100 speed character ends up at 666.67 TM (625 + 0.4167*100). The 160 speed character ends up at 66.67 TM (0 + 0.4167*160).
