Is Mk6 Nubian Design Tech ever available fully crafted from Shipments?

Been waiting days and I know there are cycles but is it ever in shipments?

Otherwise I have a long salvage slog ahead.

They turn up every now and again for me, but I currently only need one (well, three, but there're only two who need it to gain a new available gear level and I don't want to invest in one of those two). Since I can nearly fully craft one, I've not bothered getting them from shipments.

I've also decided to hold off on buying furnaces for now, simply because 1) I'm nearly at the stage where I can take part in heroic raids, and 2) I need to level up the characters who need them before I can equip them, so I'm happy to wait. They turn up often enough for me anyway.

This particular piece of gear has only shown up rarely in my shipments (it's all RNG)--though one in fact popped up just this morning!
