How do you manage tier 7 raids?

Our guild just started doing tier 7 raids.
We're struggling to find a way to make everyone happy....
We have one guy clear phase one and then let everyone use one attack in the first 24 hours...
The problem is we're clearing it too quickly and the damage gets real low in phase 4, so if you're late, you're screwed....
Another issue is that we have several guys that can solo phase one, and whomever is left out goes from rank 1 to rank 23....
What's the fairest way to manage it?

    You could have multiple people start to clear p1 but not let anyone lock until everyone is on a good run. You could have the next group start at a time several hours after p1 is finished. The more that go at the same time the better because the damage is redundant. Having people wait to lock their damage preserves things for more people.

    Have as many people hop into p1 as possible but don't allow anyone to die until p1 is cleared. Once p1 is clear those people waiting to die can commence dying. Then make the people that have crossed into P2 hold until others can jump in and go. If those that soloed p1 have enough patience they can even wait until P2 is cleared before proceeding.

    What this does is create a whole bunch of wasted damage so top dogs still get to do as much damage as possible while the little guys get to do their best as well. This is the method we currently use and everyone is fairly happy with it. Also creates a friendly competition to see whom can do the most damage.

    we have everyone start at the same time, 12:00 PM EST, and everyone can take one shot. they have a 5 hour window to do so, and have to post a screen shot of their run to discord. then we have a Free For All that starts with people that scored between 26-50. then if the rancor still stands, the #1 player unloads all his toons, then the #2 player, and so on.

    Open the raid and leave it open for ~16-24 hours, during this time window no one can deal damage. However, they can send in one of their characters on a suicide run. Meaning, they send in their weakest 7* character to face the Gamoreans in phase 1. Have them attack one of the minion gamoreans(The two weaker ones) and let them overwhelm your 1 man team. Now if you go to the damage board, that person is on the board with a recorded "0" damage dealt. This way if someone misses out and can't attack when you begin to allow attacks , they will still receive rewards because they participated (they dealt 0 damage). They will rank really low but this ensures NO ONE misses out on raids. Then you let the raid go on Free-For-All. Everyone can attack as many times as they want and can participate in any phase that they want. It doesn't matter how fast the raid goes now because everyone will still receive rewards .

    so 3 hours of tagging raid with 0 dmg. Raid gets summoned at 13, then 0 dmg untill 17 all can tag with 0 dmg on the side pigs, then at 16:50 ppl start getting in and wait for 20 min at 17:10 they can exit most with 2m dmg -1 team only and that's it, then every1 else atacks at rancor, At 20:00 exactly any1 that gave bellow 400k dmg can hit with 1 extra team (raid is almost dead now), if still alive whales can take it down

    We have been doing heroics since the raid started. 1 battle limit for first 2 hours then Zerg.

    We do 12 hours of 0-damage (aka suicide toon). Then free-for-all afterwards. We encourage guild members not to record score until P2 is cleared.
