All Events - I thought they were all supposed to be UTC?

I don't get it, Can someone please explain, other than saying "EA/CG doesn't understand what UTC is"
After they completely botched the credit heist and we were able to do it twice the announcement came that all events would be using UTC.
The VERY NEXT EVENT (free SRP shard) used local time refresh. the next new event (Tournaments) also completely and utterly botched the UTC refresh as well. Is it really that hard?
