Critical Damage Mods challenge (Jawas)

Supposed to be for 3 stars or higher. My 3 are 6, 5 and 4 star at levels 68, 64 and 61 yet I can't get past tier 1 without getting wiped out yet all the other mod challenges at the same level were easy with similar rated characters. Fat too difficult! What gives?
