Tarkins Intimidation Tactics is being treated as an attack.

1. It does not trigger Ackbar's special for "non-attack abilities", which I know is also bugged right now.
2. When using it on Rey (with foresight) she evades the debuff, no "resisted" text, and foresight gets removed. I suspect it works the same against other sources of foresight, but I have not tested.

Haven't seen any other evidence of it being treated as an "attack" per se.

Rey does dodge it with foresight though.

Find one of the development teams names and post it. They have a hard time spotting posts sometimes unless you tag them.

Sorry, but not a bug.
If it applies a debuff (like sunfacs taunt) it counts as an attack.
