Question about new guild hopping prevention

With the new guild hopping prevention whereby players only get rewards if they were in the guild at the start of the raid and players under rank 50 get nothing either - if 5 players come in and finish a raid for another guild, all taking the top 5 ranks, would that take up all those reward spots, no one gets those ranking rewards at all and only 45 out of the original 50 guild members would get anything?

i.e. using mercs and/or guild hoppers means less rewards for your guild.
